This Guidance Note is intended to provide ideas for aligning Ukraine’s draft Compensation Law with international best practice for housing, land and property (HLP) restitution and compensation in cases where the property is empty, damaged, destroyed or not adversely occupied. This alignment would help the international community expedite its assistance to Ukraine on HLP restitution and compensation efforts.
