This Guidance Note outlines The Peace Coalitions’ recommendations for using Canada’s Special Economic Measures Act (SEMA) to support housing, land and property (HLP) restitution and compensation for populations forcibly displaced due to armed conflict. These recommendations are aligned with international best practice for HLP restitution / compensation and are intended to assist with bridging Bill C-19 with arrangements for administering funds.
